Vehicle Registration

Vehicle registration in Polk County is handled through the Polk County Treasurer’s Office, which processes annual registration renewals, vehicle titles, registration fees, replacement registrations and tags, license plates, registration refunds and related transactions. This article explains how annual renewals work, which payment and delivery methods are available, why an online renewal may be blocked, what to bring for an in-person visit, how new residents register vehicles, and how to handle replacement documents, address changes, unpaid fees and other common registration issues.

Who Handles Vehicle Registration

The Polk County Treasurer’s Office is the county office responsible for vehicle registration services. Its vehicle responsibilities include issuing registration renewals, vehicle titles, junking certificates, personalized and special emblem plates, and processing registration credits and refunds. The office also records and releases security interests and collects applicable vehicle registration and document fees.

The Treasurer also acts as an agent for the Iowa Department of Transportation for vehicle title and renewal review. In some situations, the office acts as a collection agent when outstanding obligations must be resolved before a registration transaction can proceed. Those obligations may involve the Iowa Department of Revenue, the Polk County Clerk of Court, or participating municipalities.

The county’s vehicle services page provides the main entry point for these services. Drivers should distinguish an ordinary annual registration renewal from a title transfer, new-resident registration, plate replacement or other transaction because the required documents and appointment rules differ.

Annual Registration Renewal

Vehicle owners are required to renew their vehicle registration annually. Polk County provides several ways to complete the renewal, including online payment, mail, drop box and in-person service. The county identifies online renewal as the fastest and most convenient option for eligible registrations.

The county’s annual vehicle registration page should be the starting point for most residents whose vehicle is already registered and simply needs its annual renewal. After an online renewal payment has been processed, the renewed registration is mailed the next business day. The renewal includes a new validation tag that should be attached to the rear license plate.

Online Renewal Information

Polk County participates in the official Iowa Tax and Tags online system for vehicle registration payments. Vehicle owners who qualify for online renewal can use Iowa Tax and Tags to complete the transaction without visiting the Treasurer’s Office.

If the renewal notice has been lost and the owner no longer has the web PIN, online renewal may still be possible. The county states that a vehicle owner can use the license plate number together with either the audit number or the driver’s license number.

After payment is successfully processed, the registration is mailed rather than issued electronically for home printing. Drivers should therefore make sure their mailing address is current before completing a transaction that will result in documents or tags being sent by mail.

Renewal Fees

Vehicle registration fees are determined under Iowa law and can vary. Factors used in determining a registration fee may include the type of vehicle, the manufacturer’s list price, the age of the vehicle and its weight. Drivers should not assume that another vehicle with a similar model year will necessarily have the same registration fee.

The county also warns buyers of used vehicles about unpaid registration fees. If the previous owner failed to pay required registration renewal fees, past amounts can remain due. When the vehicle is later registered, the new owner may be required to pay those unpaid amounts. This makes registration status particularly relevant before completing a used-vehicle purchase.

When Online Renewal Is Blocked

Some registrations cannot be renewed online because a stop or hold has been placed on the account. Attempting the online payment repeatedly will not resolve an underlying hold. The reason for the restriction must be addressed before the renewal can be processed.

According to the Treasurer’s Office, a registration renewal may be blocked when:

Unresolved parking tickets exist in Des Moines, Urbandale or Indianola.
Clerk of Court tickets have not been paid.
The Iowa Department of Revenue has placed a hold because of unpaid taxes.
An SR-22 automobile liability insurance requirement has not been satisfied.

SR-22 Registration Holds

A driver who is required to maintain SR-22 automobile liability insurance must satisfy the applicable financial responsibility requirement before registration renewal can be processed. Polk County requires a copy of the AAMVA Financial Responsibility form when the SR-22 requirement applies.

The form must be submitted to the Polk County Treasurer’s Office before the registration renewal can be completed. Drivers scheduling an in-person registration renewal should also bring the required AAMVA document when subject to the SR-22 requirement.

Other Stops and Holds

Parking tickets, court obligations and tax holds involve different government entities, so drivers should not treat every blocked renewal as the same problem. A municipal parking obligation is different from an unpaid Clerk of Court ticket or a Department of Revenue hold. The Treasurer’s Office can identify the registration issue and assist with determining what must be resolved before renewal.

Payment and Delivery Options

Polk County offers online, telephone, mail, drop-box and office payment options for registration transactions. The county’s payment options page explains the methods accepted for vehicle registration and related Treasurer transactions.

Paying Online

Online payment is the county’s fastest registration renewal method. An email confirmation is provided for the payment, and renewed registrations are mailed the next business day after payment is received and processed.

Paying by Phone

Vehicle registration payments can also be made by phone. The county accepts electronic check, credit card and debit card payments for telephone transactions. An electronic check requires the bank routing number and account number, while transaction fees apply to telephone payment methods as described by the county. Vehicle registration callers should have the license plate number available.

Mail and Drop Box

Registration-related payments submitted through U.S. Mail can be paid by check, cashier’s check or money order. Cash and credit card payments are not accepted through the mail. Checks should be made payable to Mary L. Wells, Polk County Treasurer. The county also asks payers to include a phone number in the memo section of the check.

A secure drop box is available at the Polk County Administration Building near the south entrance. Documents should be placed in a sealed envelope, and cash should not be deposited in the box. Including contact information is useful if staff need additional information to process the request.

For transactions subject to a deadline, the county states that a payment placed in the drop box by midnight on the deadline date is considered received on time. Drop-box contents are collected once each day. For payments sent through the mail, proof of mailing date is based on the U.S. Postal Service postmark.

In-Person Registration Renewals

Residents who prefer to renew a registration in person can select the Registration Renewal service when scheduling an office visit. An appointment is highly recommended for office transactions, although limited walk-in service is available. Some vehicle transactions require an appointment rather than merely recommending one.

The county’s appointment information explains which transaction type to select and how office check-in works. Appointment availability is updated daily at 7 p.m.

What to Bring

For an in-person annual registration renewal, bring either the registration renewal notice or the old vehicle registration. If an SR-22 insurance requirement applies, bring the required AAMVA document as well.

Drivers should choose the correct appointment category. Registration Renewal is for an annual renewal. Plate Pick Up is used for plate-related transactions such as collecting specialty or personalized plates or exchanging plates. A newly purchased vehicle does not use Plate Pick Up for its initial plates; it uses the Title Transfer service.

If several different services are needed, Polk County requires a separate appointment for each service. A property-tax appointment cannot be used to process a vehicle transaction.

Office Check-In

For scheduled appointments, online check-in becomes available 15 minutes before the appointment and remains available until 15 minutes after the scheduled time. The county instructs visitors using online check-in to proceed to the seating area instead of stopping at the information booth and to wait until their number is called.

The Treasurer’s Office is scheduled to be closed Thursday, September 17, 2026. Anyone planning an office visit around that date should account for the closure rather than relying on normal weekday service.

Renewing for Another Person

A person may process a registration renewal for a family member or friend, but the registration and tags are mailed to the vehicle owner’s address. Completing the payment for another person does not automatically authorize the person making the payment to receive the registration and tags at the office.

If someone other than the vehicle owner needs to receive the renewed registration and tags in person, a power of attorney must be in place. This distinction can prevent an unnecessary trip by a friend or family member who expects to collect documents without the required authorization.

Address and Name Changes

Registration mail is tied to the owner information in the vehicle record. A mailing-address change can be requested only by the vehicle owner after proper identification and verification. The change is handled through the Polk County Treasurer’s Office.

A legal name change follows a different process. The county directs vehicle owners to complete the applicable change through the Iowa DOT vehicle title and registration process. A corrected vehicle title requires an appointment, although the county states that an owner is not required to obtain a corrected or updated title solely to show the new legal name.

Replacement Registration and Tags

A lost registration, missing validation sticker or damaged license plate is handled separately from the annual renewal process. The county’s replacement registration and plate instructions distinguish among replacement registration documents, validation tags, regular plates and specialty or personalized plates.

Registration or Validation Tag

To request a replacement registration or validation sticker, the vehicle owner should have the license plate number ready. The replacement fee is $3. Payment can be made by electronic check using a bank account and routing number, or by debit or credit card with applicable transaction fees. The request is completed by phone, and the replacement tag is mailed to the address on file.

Regular License Plates

Regular or standard license plates can be replaced through the Treasurer’s Office. The remaining plate or plates for the vehicle must be surrendered. The replacement fee is $5, and a new set of two plates is provided immediately when the office transaction is completed. An appointment is encouraged.

Personalized or Specialty Plates

Replacement specialty or personalized plates require additional steps. When requesting the same plate configuration as originally issued, the owner completes Application for Iowa Replacement Plate, form 411006, and submits it to the vehicle division. Payment information is then provided as part of completing the request.

The owner receives a letter when the plates are ready for pickup and must schedule the required appointment. Iowa Department of Transportation policy does not allow a non-owner to pick up personalized plates. If another person delivers the current plates, the replacement plates are mailed to the owner’s address and a postage fee applies.

New Residents and Registration

Vehicle owners moving to Iowa must obtain an Iowa vehicle registration from the county where they reside within 30 days of establishing residency. A person living in Polk County therefore processes the registration through the Polk County Treasurer’s Office. The county’s new resident vehicle instructions outline the documents and appointment requirements.

Identity and Ownership Documents

Proof of identity is required. If the applicant does not have a valid Iowa driver’s license, a Social Security card must be presented. A military identification card cannot substitute for that requirement.

For a vehicle coming from another state, the required ownership documentation depends on who holds the title. If the vehicle owner holds the certificate of title and the out-of-state title will be converted to an Iowa title, the original certificate of title is required.

If a lender or lienholder holds the title, the vehicle owner provides the current out-of-state registration and a completed application. Polk County states that a non-transferable vehicle registration and license plates will then be issued under that process.

All owners must complete and sign Application for Certificate of Title and/or Registration, form 411007. An appointment is required to transfer the vehicle to Iowa and obtain Iowa license plates.

Leased Vehicles

A leased vehicle uses a different application. The lessee completes Application for Certificate of Title and/or Registration for a Leased Vehicle, form 411179, provides the current out-of-state registration and supplies a copy of the vehicle title. The county states that a 5% one-time new registration fee applies to the remaining balance of the lease.

Title Transfers Versus Renewals

A title transfer should not be scheduled as a registration renewal. Polk County requires an appointment for title transfers involving vehicle purchases, in-state title transfers, vehicles brought into Iowa, regular or homemade trailers, travel trailers, lien releases, replacement-title services and certain transfers following the death of a spouse.

For a title-transfer appointment, the physical title paperwork must be available. A bill of sale is required for all vehicle title transfers, including transfers in which a vehicle is given as a gift. Residents who already submitted the required title-transfer paperwork by mail or drop box should not schedule another title-transfer appointment for the same submission.

The Treasurer’s vehicle forms page provides access to commonly used title and registration forms. The county notes that most motor vehicle forms are created and maintained by the Iowa Department of Transportation and that some forms work best in Google Chrome or Adobe Acrobat.

Registration Refunds and Credits

Vehicle registration fees may qualify for a refund in specific circumstances. Requests are processed through a county treasurer, while the Iowa Department of Transportation processes and mails an approved refund check. Polk County provides procedures for vehicles that are sold, leased vehicles that are returned, and vehicles moved out of Iowa.

Vehicle Sold

If an owner sells a vehicle and does not replace it within 30 days, the owner may request a refund of the unused portion of the registration fee. The refund is calculated from the date of sale through the registration expiration date. The request must be made within six months of the sale.

The vehicle owner completes Claim for Refund, form 411047, and submits the form and license plates. The unused portion must be at least $10; refunds below $10 are not granted. The county states that the Iowa Department of Transportation mails the refund check within four to six weeks after the application is finalized.

Returned Leased Vehicle

A lessee returning a leased vehicle may also request the unused portion of the registration fee. The request must be made within six months after the leased vehicle is returned. The lessee collects the plates and completes Section 1 of the Affidavit of Lease Termination or Expiration of the Notice of Sale of Vehicle and Delivery of Title, form 411107.

The refund amount must be at least $10. The form and plates are submitted to the county where the vehicle was originally registered.

Moving Out of State

A person who moves out of Iowa with an Iowa-registered vehicle may request a refund for the unused registration period. The calculation begins on the date the vehicle is registered in the owner’s new state and continues through the expiration date of the Iowa registration. The request must be made within six months after registering the vehicle in the new state.

Vehicle Storage Rules

A vehicle owner who is not using a vehicle may place it in storage under the county’s registration procedures. The owner must act before the last day of the month following the owner’s registration renewal month and surrender the license plates and registration to the Treasurer’s Office in the county of residence.

The vehicle may later be registered again by paying the full annual registration fee due at that time. Delinquent plates cannot be placed in storage. The county also excludes first partial-paid truck, truck tractor and farm special plates from this storage process.

Common Registration Mistakes

Many delays occur because a driver selects the wrong service or starts a renewal before resolving an account restriction. A straightforward annual renewal should be treated differently from a title transfer, new-resident registration or plate replacement.

Do not assume an online renewal failure is a website problem; a ticket, tax hold or SR-22 requirement may be blocking the transaction.

Do not use a Registration Renewal appointment for a newly purchased vehicle that requires a title transfer.

Do not schedule Plate Pick Up for plates associated with a newly purchased vehicle; those are handled with the Title Transfer service.

Do not place cash in the county drop box.

Do not mail a credit card payment; mailed payments are limited to check, cashier’s check or money order.

Do not expect a registration renewed for another person to be handed to you in person without the required power of attorney.

Do not ignore unpaid registration fees attached to a used vehicle purchase, because the new owner may become responsible for past amounts when registering the vehicle.

Do not schedule a second title-transfer appointment after the required paperwork has already been submitted by mail or drop box.

Vehicle Registration FAQs

Can I deduct part of my vehicle registration fee on my taxes?

Possibly. Polk County states that if you itemize deductions on your Iowa individual income tax return, a portion of the vehicle registration fee may be deductible. The deductible amount is not necessarily the full amount you paid for registration. Because the tax treatment depends on Iowa income-tax rules, vehicle owners should use the applicable Iowa Department of Revenue guidance when determining the amount that can be claimed. Do active-duty military members stationed in Iowa have to register their vehicles?

It depends on residency. An Iowa resident serving in the armed forces must register the vehicle and pay the applicable fees while stationed in Iowa. A service member who is not an Iowa resident generally does not have to register a vehicle in Iowa when it remains properly registered in the member's state of residence, provided all owners of the vehicle are nonresidents of Iowa. Special requirements can apply when a nonresident service member chooses to register a passenger car or multipurpose vehicle in Iowa, including residency certification from the commanding officer.

What if my vehicle has been unused and unregistered for more than three years?

Polk County provides an Affidavit of Nonuse for a specific situation: the plates were not surrendered for storage, registration fees have remained unpaid for more than three years, and the vehicle was not operated or moved on a highway during that period. If those conditions are met, the owner may file the affidavit with the county treasurer and register the vehicle by paying the current year's registration fee. Do heavy trucks need extra paperwork at registration renewal?

Vehicles subject to the federal Heavy Highway Vehicle Use Tax may require additional documentation. Polk County states that for highway motor vehicles with a taxable gross weight of 55,000 pounds or more, a copy of the submitted IRS Form 2290 is required when renewing the vehicle registration with the county treasurer. Owners of qualifying heavy vehicles should make sure the required federal tax document has been filed and retained before attempting the renewal.
